Question about WW - can you join if you don't have a lot to lose?

My best friend has gained more than 20 lbs in the last 2 years. She has always been super fit and nearly model thin, but has gone from being a wildland firefighter to a desk jockey without changing her eating habits. Also, even though she is really tall, she is very fine-boned with tiny hands, feet (size 7) etc.. She is tall, but not a "big" person.

She has gone up two sizes, but still falls within the normal range.
She is 6' and 164 lbs, 33 years old. I remember reading somewhere a long time ago that you couldn't join WW if you were already at goal, or maybe if you had less then 5 lbs to lose.... I can't remember.

I called our leader and she said that she would have to check and get back to me in a few days. Are their any leaders out here that know the answer? She wants to lose about 20 lbs to keep her in the range she has been most of her adult life.

You have to have (most places) 5 pounds that will not take you below the low end of the range for your height to join.
