I don't put much stock in either the BMI or modern clothing sizes when it comes to us shorties. I'm just a little taller than you and according to the BMI I was at a healthy weight when I reached 130 pounds. Did I feel or look healthy at that weight? I did not. To me someone at a healthy weight looks slender and toned with a flat stomach and slim legs. At 130 pounds I was pudgy. My mid-section did not really begin to slim down until I got below 125 pounds. Yet, at 128 pounds I was wearing a loose size four, and at 118 pounds, a zero. After that I began shopping in the kids' (and by that I don't mean juniors) department. It's not fun to be fifty years old and wearing clothes meant for fifth graders, especially since I still have weight to lose.
I used a different system than the BMI to calculate my goal weight. Take 100 pounds for a five foot woman and add five pounds for each inch over. So that gave me 105 to which I added another five pounds because I'm large framed according to all the usual tests.
