Is this limited on phase 1?

No, in fact it is in a Phase I recipe in the book.
The best balsamic vinegars have nothing else added to them - only the grapes. Lesser ones will add brown sugar or caramel to mimic the sweetness of the better ones. However, I doubt that you will be drinking cups of the stuff so buy what you can afford.
