I found lots of public pools in my area that have designated times and lanes for lap swimming simply by googling "pools" and the name of my county (or you could use the name of your city if you live in a large enough city). Or try googling "lap swim" and the name of your county or city.
Looking for your local Masters swim program is also a good idea. Even if you don't want to swim with them, the pool where they swim may have public lap swim. And they tend to swim at pools that are designed for competitive swimming (at least 25 yards, deep, kickboards available, backstroke flags, proper edge to the pool, appropriate water temperature, etc.), which is my preference for swimming laps.
