You are looking at a very, very old program called 1-2-3 Success. Back then there was a 7 point range a day with a minimum and a maximum.
The current program has a minimum just like the old but it is 2 points higher than what they had before. You still in a sense have a range but that difference between the min and max (keeping in mind the min is 2 points higher) as been given to you up front so 5 a day (because of the change of minimum) x 7 days is 35 what we call Flex but it used to be what you could bank.

Yes W/W changed this because of many factors including the intensity level to each indivdual.
In reality with a few different items (there is also now a cap on how much fiber you can count for calculating points --- 4 gms), how we count ActivityPoints (which can only be used teh day you earn them) and what different points are called the programs are basically the same.
