Well that is sort of a question that has more than a yes or no answer.

But I'll try to answer it best I can.
First off, when I first started losing weight I thought I was hungry. Really hungry. Now that I am further along what I really was dealing with was the sensation of not feeling stuffed. A lot of us equal the "stuffed feeling" with being full and when we don't feel this pain in the gut, we think we are hungry. Just because I wasn't stuffed didn't mean I was hungry.. minor distinction but important. Also, very often thirst can masquerade as hunger. I always advise everyone who deal with hunger, stop and drink some water first, wait a few minutes and see how you feel.
Then there is the dreaded "head hunger" which has nothing to do with our bodies, but rather with emotions and habits. That has been the tougest one to deal with and I think I always will to some degree.
On this plan if you are hungry you can eat unlimited Tier one veggies.. and if you are honestly and truly hungry, you'll eat those. If you think to yourself, "Naw that doesn't sound good" that is a pretty good sign you are dealing with a craving.. and those are normal and we all have them from time to time. They don't last forever and if we can just make it past a crucial time by staying busy, they will pass.
So that's my short answer
