Oh my gosh, I use to be in the first situation and I work in the second situation. I feel your pain! I use to spend a lot of time at my fiance's house when he roomed with 2 other men. Once their heat stopped working when it was 20 degrees out and they didn't notice for probably 12-16 hours.
I work with mostly menopausal and post menopausal women. We're not allowed to touch the thermostat and it's kept at about 66 degrees. I drink about 4 cups of hot tea a day and have a work blanket. Other women not at that point in their lives yet either use hot water bottles, fingerless gloves, lounge socks and slippers, and there are even about 3 space heaters women have brought in from home.
Personally, I'm always cold (It's not a weight loss thing) and my fiance has lost 160lbs so he's always cold now too. We keep our temperature between 69-72. We roast during the summer though, no AC and no windows suitable size to put a window unit in.
