Sugar snap peas are ok, because they still have the fibrous outer shell, these do not. They're made from pea paste (from just the peas, not the edible pod).
AHA! I had always wondered about these. I love them (a little too much; I tend to eat the whole bag once it's opened) but I always considered them a "cheat." I am embarrassed to admit that I never thought about them not being actual snap peas. Though I did wonder how they got that amazing light texture from a pea pod! <sigh>
