The answer may be that you eat a little more or slightly differently than Phase I, another packet or maybe more protein at lunch. Maybe they'll suggest adding extra oil, which helps satiation and fullness.
Me, though I haven't been diagnosed pre-diabetic, if I'm hungry, I eat. I carry a foil pack of tuna in my work bag as well as 3 packets and my shaker. There have been days where I've had 5 packets.
