I have the first bra mentioned in the OP (the Shock Absorber). I bought mine (new) off of E-bay, as I couldn't afford the full price. I followed the directions on the Shock Absorber website to measure for my size, since there isn't a store in my area that carries them and could measure me.
I ordered the size my measurements indicated, and it's ridiculously large on me. I usually wear a 36 or 38 DD. This one is a 36F. The cups are large, but the band size is HUGE!!! It's like wearing a size 40. I have the straps reduced to their absolute shortest length, and they are still way too large. I have the band set to it's smallest size, and it's not even snug against my skin. The cost is way too high for me to afford purchasing another, and since I bought it from an E-bay seller, I couldn't return it for an exchange.
Anyways, I just wanted to put in my $0.02 and say that, in my experience, these bras do NOT run small at all. They seem to run very large, at least in terms of band size. My measurements, taken exactly according to the instructions on the Shock Absorber website, showed that the size I ordered should have been almost too tight for me, but it's actually way too big. So I'd recommend only buying this product if you can try it on first and get measured by someone who deals in these bras and can help you find the right fit.
