Yeah, you can def get a wax with a vch. I wouldn't get one right after having it done tho, give it 4-6 weeks for the initial healing so you don't accidentally get any wax in the new piercing. Also, while any piercing can potentially reject (and surface piercings have a much higher rejection rate than a "through and through" piercing) it's not super common for a vch to reject, provided your piercer places it properly and you take good care of it. The trick is finding an awesome piercer who knows their stuff and isn't going to let you bully them into putting it somewhere it's not going to work.

When I worked as a piercing apprentice the piercer I worked under would straight up tell people if a piercing wouldn't work on them (she's the reason I know I can't get my septum pierced unless I want it really far forward). But I've met others who are like "Well, it might not work, but if you really want it...".
To Indie Soul~ if any piercer tells you you absolutely need to be shaved or waxed to get a va-jay-jay piercing just tell them thanks and leave. Generally speaking the only reason they say that is because they don't want to have to deal with hair, not because it's necessary for the piercing. The only exceptions I can think of would be outer labia piercings and the Christina. Oh, and possibly the fourchette.
