Cargo pants are really... 'I do manual labor'-ish, so girlify them.
A fitted charmeuse blouse, tucked in, with a cute ribbon belt or a waist chain through the loops, and simple jewelry. Probably stud earrings and some thin bangles. On your feet, peeptoe kitten heeled pumps. You could do a much higher heel and get away with it. If you don't like the blouse, a THIN, fitted cashmere sweater over a satin and lace cami would look ravishing as well.
You HAVE to wear shoes with some height when you have pants with big bulky pockets halfway down them. They automatically make you look like you have midget legs and a 13 inch crotch no matter what you do, even me! I'm a step from being an Amazon, and you're already a shorty so you can imagine what it would do to you. You might end up kinda resembling one of those little dancing mushrooms on Fantasia... *giggles.*
So you've GOT to stretch your silhouette out mmkay?
