Why does my shirt hang open sometimes?

I work in an office and there doesn't seem to be a dress code-you can be very dressy or very casual or even wear jeans.
I just tend to wear what I have at home, that I like. I wear alot of "Fashion Bug" Clothing. I tend to dress more conservative. It makes me uncomfortable in a blouse that is really low cut or a skirt that is really short. I like to dress pretty but not...slutty.
We get in customers, mostly guys, at this place. And some of them are creepy....but anyways the other day one said he liked that when I leaned forward he could see down my top-would I do it again. (no way!)
Well anyhow I've tried to take notice how my clothing moves when I move. I think that sometimes if I bend forward the upper part of my top does gap a little up top. How can I prevent this? I don't want to send the WRONG message! I don't want to look unprofessional, and I don't want to make a bad impression.
For the record, I am pretty much flat chested anyways. My mom picks on me saying I don't really need to wear a bra, but I wear them anyways because it feels weird otherwise-I don't know how to explain it. The day the jerk made that comment, I was wearing a low cut sweater, but because it was lowcut I layered it with a white cami below it because I knew that otherwise I'd be uncomfortable.
Has anyone had this problem and fixed it?
I was also thinking...is it because my clothing is too big? Pretty much everything I wear right now is about a large and I don't plan on losing more weight because of the expense new clothing would be...

oh and when I got home that day I asked my mom if she thought my sweater and cami were inappropriate and if it showed too much and she said no, it looked nice.
I guess maybe people say things that get in my head that can really upset me. I was just wondering if maybe my clothes are too loose on me, maybe they aren't fitting me properly like they did when I bought them.
Kind of a bad thing to complain about if my clothes are too big...at least they aren't too small and I am gaining?

I don't think you were dressed inappropriately, that guy was just a creeper. But I would say my cami's usually don't gape. I buy them a little smaller than my tops, since they go underneath and I don't want them to add bulk. Maybe a smaller cami would help?

Thanks for replying! It makes me feel better
That makes sense to buy a small size of cami since it is worn under my clothing. I will have to try a smaller size next time I am in the store and see how it fits.

Some men...

You sound like you were dressed appropriately. I can think of two things that will help-clothing tape which is basically double sided tape that sticks to u and your clothes so they stick where u want them, oryour clothes are too big in the chest since u don't have much of a bust(maybe try a smaller size or get them altered). Some guys are just skeeze balls!!

The guy is a creep.

Go with a smaller size cami underneath.

Or check around to see if you can have your closed altered. Off the rack is just that -- off the rack. It isn't custom sized and we are all shaped uniquely. Not off the rack!

A.
