Oatmeal cookie question
 

Made the oatmeal cookie recipe (oatmeal, butterscotch pudding, etc).

Saw this listed as a phase 3 or 4 recipe in a couple places, as a non restricted and as a restricted. Being pretty new to IP, I'm not sure... But think I could have on phase 1 -- it's half restricted and half nonrestricted ingredients..so how do I classify?
