It's really just a transition phase to get your body/metabolism used to an increase in food/calories/fats and to start the process of moving into phase three where you introduce more carbs and get your pancrease working more.

I don't know the official reason.
P1 used to be until 80% of your weight was lost then you moved to p2.
Then, P1 was until 90% of your weight was lost then you moved to p2.
Now it is p1 until 100% of your weight is lost then you moved to p2.
For a time, there was discussion of eliminating p2 altogether, and some dieters have gone directly to p3.
Some coaches look at the p2 for 2 weeks as a MAXIMUM.
What p2 does, in my opinion, is two important things. First, it ups the calories while still keeping us in ketosis. Second, it weans us off one packet and transitions us to two meals using "whole" foods.
A "why" question I have is "why do we go from 8oz meat 2x/day PLUS 25g min protein at breakfast and about 15g in an IP snack in p3 for two weeks then drop to the "min half your weight in g of protein".
Seems p4 is the only spot where IP starts to customize/recognize the difference between say, a man maintaining at 180 and a woman maintaining at 120.
Obviously the p4 stuff is the part I've been trying to figure out.
:)
