I'd say it's unusual but not unheard of, there are arguments and positives to both sides. The main positive in this scenario is that if you're paying your MIL you should have some input on the rules, otherwise what's the point of paying? It is odd to me only because my parents wouldn't even let me pay for dinner when we go out, much less taking care of grandkids. But not all families are exactly alike.
