I think being the squeaky wheel is going to be really all you can do right now. Call everyone - the police, social services, the school, animal organizations and do it often as you keep a record/photo of what is happening - not only to keep your kid safe, but to try to help this kid out as well.

You don't even want to think about what he could do when he gets older. I know it would be expensive, but if there's a way to move, I'd find it.

Since there's no DCFS to turn to I'd move if his behavior worsens. I just picture this boy having no guidance and having a lot of anger built up probably from being abused by someone. Very sad story.

Have you ever tried to talk to this child to ask if something is going on with him? If he is being abused/neglected there has to be some way to get him taken out of that home. I understand you don't like this kid but he's a child, I'd raise **** to get him proper help before something really bad happens.

As I read the first few posts, my thought was to build a fence, but then I read that zoning won't permit it.

I agree with others that you should document everything. I like the idea of the nice neighbors and their kids going out to a fun destination where they can run and play and be free.

I would try talking to the teacher at school (if you know who his teacher is). The teacher may not give any information about him (for privacy reasons), but you may be able to ask how to deal with a child with that behavior.

I would go to school and see how he behaves in the playground with other kids.

One other thought: He may need to be on medication. I am familiar with a 14 year old that has had a LOT of issues throughout his life. He supposedly has ADHD, has anger management issues and has a letter combination meaning problems with authority. He also lies at the drop of a hat and thinks everyone is too stupid to see through his lies. I wouldn't be surprised if this kid does jail time in the future. And his mom? She doesn't even make sure he has his medication all the time. Go figure.

I'm with novangel, have you ever tried to talk to the kid one on one? I mean, when I was a kid, I liked adults that were nice to me, and hated the ones that weren't. You mentioned the kid's dad has yelled at other kids, so he probably yells at his own son a lot. Yeah, call the police, gather evidence, but he's still a kid, and he can still change. Try to get the get the kid alone and just talk to him. Ask him why he's mean to the others, ask him why he hurts other animals. Don't be mean to him.
