how to start a blog?

How do I get a blog account?

I found the blog page. I try to long on with my 3fc info in doesn't work. I finally decided to ask for a new password, but my e-mail address was rejected. Is this sepeperat from my 3fc account? I don't see a place to sign up for the blog account... if there is one how do I get to it?
