Foods are low carb depending on their quantity. A grain of rice would be low carb, a bowl of rice would be high carb.
You'd do best to use a calorie/macro counting site and figure out what an acceptable amount of carbs would be for you. Even low carb foods add up if you aren't tracking what you are consuming.
As an aside, why low carb? Is there a medical reason for it?
