Portable Stationary Bike--Is it doing anything?

Hello! A week ago I bought a little stationary bike (its just the pedals).
However, the highest resistance is quite low. I am pedaling at a moderate pace--is this doing anything. I don't really feel any different than I do at a brisk walk.
