Just looks like a variation of Endermologie to me.
According to the site, it's not been FDA approved so is unavailable in the US, but I imagine the people in Dallas or whereever just smuggled it in from out of the country.
I just did a brief Google search, and the little I've found suggests to me that this is VERY similar to Endermologie in that it's very expensive and to keep whatever results you get, you have to keep coming back for 'touch ups'. $$$$ Cha CHING.

VelaSmooth Cellulite Treatment - VelaSmooth by Syneron is a new effective treatment for cellulite. Velasmooth uses deep penetrating radio frequency energy combined with more superficially active infrared energy to stimulate fat cell metabolism reducing the size of the fat cells and eliminating cellulite. The VelaSmooth device gently kneads the affected area and applies pulsating suction to improve local circulation, encouraging lymphatic drainage and elimination of fat by products. The suction acts to stretch fibrous bands that cause dimples resulting in a smoothing out of cellulite. Patients can resume normal activity immediately following treatment. It is effective for all skin types. So far, clinical studies have consistently demonstrated up to a 50% reduction in the appearence of cellulite with the added benefit of lost inches.
Q: How much does a VelaSmooth anti-cellulite treatment cost?
A: Treatments are priced according to surface area. The average thigh or buttock cellulite treatment will run about $1,500-2,000 for 10 treatments. VelaSmooth cellulite treatments are sold in packages because multiple treatments are required for best results.
Q: How many treatments do I need?
A: Patients will require a minimum of ten treatments to achieve optimal results. Intermittent follow up treatments are then suggested to maintain results.
Q: Does VelaSmooth hurt?
A: No, the gentle vacuum action of the VelaSmooth is actually quite soothing and is akin to a deep tissue massage. There is a sensation of heat and kneading that patients find quite tolerable.

I'm having a tough time finding nonbiased reviews of this product - mostly what I've found are testimonials copied from the company web site, salons and such offering the service, and press releases from the company (on sites such as PRweb.com). It was also featured in the National Enquirer - apparently that's the main reason for all the excitement...
I have yet to find anyone comparing this to Endermologie though...maybe they don't WANT to make the comparision, but damn, just from reading the few things I've read so far it doesn't sound all that different to me. Just more expensive!
