I have been following a low carb diet for 3 weeks now....just added in low carb tortillas and have gained 2 lbs just this week......what could the problem be? My carb count is still where it should be.

Since you posted this under the Atkins catagory, I am going to assume you're doing Atkins
You said you've been following the diet for 3 weeks...again, I'm assuming you were doing Induction (20 net carbs per day) and you have recently added low carb tortillas. These would not be permissable until the last rung of the carb ladder on OWL (On Going Weight Loss, the 2nd phase of Atkins).
