Fiber is a carb that's not digestible - so the calories don't "count" because they pass through the body undigested.
Digestible carbs, whether from sugar or from starch have 4.5 calories per gram. Since starches break down into sugars in the body, it's a common viewpoint that there is virtually no difference between starches and sugars - so there would be no reason to differentiate between them. Any carbohydrate that isn't fiber, is essentially seen as nutritionally the same.
