According to a list I have in an Atkins cookbook, here are some of the lowest, along with carbs/serving. (I don't think the list I have is anywhere close to comprehensive, but this can give you an idea.)
Fruits: raspberries (2.9), plum (3.3) strawberries (3.4)
Vegetables: lettuce (0.2), broccoli (0.8), cabbage (1.1)
Cheese: brie (0.1), parmesean (0.2), American (0.3)
