I'm not a professional but I do think it has a lot to do with how much weight you lost, genetics, your age, your tendancy to where you keep your fat, etc...... for example if you just lost 100+ lbs you may always have that giggly arm triceps...
Genetics plays a major role... I've never needed to lose a lot of weight, have weight trained for 30 years and I still have the tricep fat
Keep doing what you're doing, it may go away, just keep in mind that you're just so much healthier than you were before....
