As a heavier person, you burn more calories doing *everything*, and I mean everything. Sleeping, standing up, walking, exercising, etc. Imagine a 250lb person walking a mile uphill compared to a 150lb person walking a mile uphill. The heavier person is using more energy, they're carrying more weight. If the 150lb person put on a 100lb weighted vest, they'd be burning the same amount of calories as the 250lb person. What if you put a 35lb vest on and tried to walk around? It would require a lot more energy. That was you 35lbs ago!
So yes, it will be harder to create a deficit (difference between calories burned and calories eaten) as a smaller person. You may need to lower your food intake or increase your exercise or both.
