My arms just happened. I didn't specifically target them. When my weight got to the low 140's I started getting comments about them. I think they had been there just buried. I have done push ups though--thank you Jillian Michaels. The weights I use for 30DS are only 2.5 pounders. I would love it if I could get my thighs to fall in line with my arms--toned looking all the time. I know they have to be muscular somewhat since I am a runner.
