I'm always amazed at what some people will say in public. My oldest boy was born with badly crossed eyes (as was I, as was my father). He was under the care of an ophthalmologist from the time he was 4 or 5 months old, and we were waiting for his eyes to settle down before he could have surgery. He was a happy, smart, friendly baby so he would try to get people's attention at the grocery store. One lady was talking to him when he was about 9 months old and said to him, "Tell your mommy to take you in and get your eyes fixed!". I was so shocked; I snapped, "He is under a doctor's care" and wheeled my cart off.
So yeah, unfortunately, people WILL make fun of others who have any condition which makes them different, whether or not they have control over it (perceived or real). Sad but true.
