It usually depends upon the kind of bean. Most of the time I do soak them and throw out the soak water. Sometimes for 4 hours. I used to even precook the beans but now that I use an electric pressure cooker it isn't always necessary.

I use my hand. My husband does too but in a different way. After rinsing the rice, I place my entire hand flat on the rice and watch the water cup up over my knuckles. I can tell just by feel and look if it is enough.. My husband uses his index finger. He places it in the rice if the rice goes to a certain point he knows how far the water should go.. somewhere in between his first and second knuckles... seems to be about 60% more than the level of rice.
But rice cookers and rice itself vary so much. If we switch brands of rice we have to do trial by error for awhile.
