Default Whither parsnips?

I just found a very delicious looking recipe for curried parnsip chips, but can't find any info here on the site about when or if we are ever allowed to have parsnips. My book at home is old and doesn't contain the updated lists. Are we allowed to have them? If so, at what Phase?

i believe they are phase 2 as well because they are starchy like a carrot...or at least that is what i would think.

Parsnips are a very starchy, high sugar vegetable. You should avoid them completely on Phase 1, and they are very limited on Phase 2 and Phase 3.
