To solve this problem, I invested in a $99 sewing machine from Craigslist and I learned how to sew a straight stitch. I can make curtains, sheets, pillowcases, I can do really basic alterations (but not the more complex ones) -- and I can hem skirts and pants. It has saved me sooo much money. I shop resale and I buy items which fit my waist and hips, regardless of the length. It only takes a half hour to hem them up.
I basically do this as well. I will look for pants on sale/clearance and as long as they fit everywhere else I do not care about the length. I just go home and fix them. I Am 5 2 but I have a longer torso and short stubby legs. I've tried petite pants and they fit my waist weird (are too low) and then are still too long.

I'm short too... I know how hard it is to find the right pair of jeans. It was hard when I was thin, and much harder now. I'm guessing you'll probably fit into about an 11/12 (a size bigger or smaller depending on the store). I like maurices... they have pants from 0-24 and they have them in short and extra short, sometimes I just like to get the short instead of the xshort because I've gotten so used to cuffing them at the bottom that now I actually like the look, it's kind of my "thing".

I like Maurices because I'm at that cross area when it comes to clothing where I fit into some regular sized clothes and sometimes I need or just prefer the plus sized depending on the article of clothing. I like jeans from Old Navy too... but they don't have extra short.
