I've got the palest Irish freckly skin going - I find MAC really good (but make sure to go to the counter and ask the experts) or just wear a tinted moisturiser.

I have been accused of being translucent so I feel your pain. The absolute best foundation I have found is Clinique. Their Super Balanced foundation makes my skin look great.

I agree with goldenhorse, as this is what i use.

but sometimes i do buy the wrong kind, and instead of wasting money i usually I damp my sponge with water and it makes the foundation blend a bit better with my skin.
