Could be dehydration and water retention, too. If you're going to exercise, increase your intake and do it both during and after exercise. The body needs water for production of blood, to maintain mucosal linings and for spinal fluid. If you drink too little then the body will take what it needs, it doesn't care if you lose weight or not, it's simply protecting itself.

Motto: drink at least 8oz extra per 15 minutes of exercise. Do not drink large amounts of water all at once, because the body doesn't have the capacity to absorb it and will flush it out straight away - even when you are dehydrated. Drink steadily.
