It's actually pretty common to have a slowdown in week 4. Your body is going to adjust along the way, it won't always be big drops every week. I had a 5lb week, then under 1lb, then 1.6lb this week. Look at the big picture more than the individual numbers. What diet have you ever been on where you could lose 16 pounds in one month???
