Most of Richard Simmons workouts are low impact. The might now have the fastest results but becuase the workouts are not so intimidating they are easy to stick to long term unless your the type that get bored easily.

Have you tried pilates or yoga type exercise? They aren't cardio, but they are low impact and do wonders for your muscles - although you would need to do cardio to lose the fat overtop those fabulous muscles, lol... I liked the Winsor Pilates Series, Giam (sp?) also makes some great videos. Perhaps you could combo that with a low impact cardio workout like walking or biking.

Definitely look into yoga and pilates. Both of these have plenty of modifications to make the exercise more or less difficult.
