I'm not quite sure what you're asking.
If you're worried about fat deposits around your knees, you can't spot-reduce fat with exercise, so you just have to lose the rest of your excess weight and those fat deposits will shrink along with everything else.
If your concern is not having "toned" (which really just means muscular) legs, I'd recommend you try strength training. Squats, lunges, etc would help you build muscle, which may be the look that you're going for.
