Default Need Input on Toned Legs

I'm currently trying to decide how to adjust my workout routine. I have years of soccer training (but stopped due to academic reasons) and now I hit the gym regularly with weight training and aerobic exercise.

On a scale of 1 to 10 (with 1 being fat, 10 being muscular, and 5 in the middle) where do you think my legs would be placed?

This feedback is going to help lessen the confusion inside me so I can decide what new workouts I should do.

My measurement are 24 inch thighs.

I would say 6 or 7.... They are not super muscular and definitely NOT fat by any means...
