It depends on whether you're doing a very restricted plan like Atkins or just staying within a certain limit. If you're just tracking carbs, you can have anything you want, including potato chips and tortilla chips, as long as it fits within your carb allowance. They should just be an occasional treat, though, because you get a lot more nutritional value from veggies & fruit.
