I've been eating 1500 and losing weight at the rate of about 1lb per week. I exercise now, but that was also low enough for me lose when I was sedentary (the losses were pretty slow, but they happened).
The only way to know the perfect number for you is to experiment with it. If you feel like you're extremely hungry, tired, etc, then it's a good chance you're eating too few calories. You just have to keep adjusting until you find that sweet spot.
