So I am up to walking for 30 minutes in the morning and 30 minutes in the evening. I have been walking at 2.5 with little to no incline, but today, I did 3.0 for 5 minutes, then slowed down to 2.5 and raised the incline to 3 for 5 minutes, then raised the incline .5 more for 5 more minutes, then raised the inline .5 more for 5 more minutes, then lowered to 0 and walked at 3.0 for 5 minutes and then finished walking at 2.5 for 5 minutes.

I notice that when walking at 2.5 and 0 incline, it takes almost the full 30 minutes for my heart rate to get up around 140.

When I speed it up... heart rate goes up a little faster, but when I add incline... I can be up to 150-155 in a very short time.

Just wondering what my next step should be... I think I'm ready to up my game a little, but not sure if I should do incline, speed... or both?

I think you should up your speed first. Once you become comfortable at the pace you set, you can increase the incline. However, if you're looking to target your glutes and such, the increase the incline first because that works you behind more than increased speed.

If you're faster, you can outrun more people...

My vote would be to mix it up, day to day. A little faster one day, on the flat, a little incline intervals another day, maybe try some short runs when you feel ready. Keeps it interesting, improves results, just IMO.
