Atkins - I've read the book. But I'm confused about allowed daily carbs?

I got the book but I'm confused. So, in induction, you can only have 20 grams of carbs (and only the ones on the allowed list). So, we can have 3 cups of salad veggies, or 2 cups of the salad veggies and 1 cup of the other allowed veggies.

So.. we do count the vegetables in the carb grams, right, or are those extra?

Atkins Induction is 20 net carbs (total carbs minus fiber) per day from foods only listed on the acceptable foods list. 12-15 of those 20 carbs should be coming from veggies & salad.
