Are you strength training?
People lose weight in different places, it doesn't come off evenly, unfortunately. I'm the opposite, I lost on top before the bottom. It may just take time for your body to even out.

Getting a good upper body strength training workout will help your upper body (and lower body!).

What do you do for exercise? Do you do something like tae bo, or kick boxing that involves cardio your whole body, but also gives you the ability to add weights where you want to stregth train and also focus on certain body parts?

That might help Goodluck!
