Signature requirement for some and not others?

when i go to my user CP i get a big notice that i can't add a signature for 20 days and x amount of posts. but i noticed someone else with a start date of Oct 2010 and 35 posts has a signature and a ticker. how is that?

Posting LINKS is enabled purely on post count. We strongly discourage it, but some people do create a ticker (which is link based) and put it at the end of every post. This isn't a proper signature - rather, it's a link they're having to input manually each time to get the image.

If someone has an actual signature, that's a glitch we could look into if we had the user name.

i went back and looked, it's not an actual signature just a link being reposted. i'll just wait til my 20 days has passed. ty!
