Have you measured and added up your calories? The food you're eating is calorically dense. Sausage, cheese, peanut butter, mayo are all very high in calories.
While I do follow the belief of the low carb mindset that carbs spike insulin and insulin is what feeds our body fat, and that our diet should be primarily protein and fat, the bottom line is that if your caloric intake is too high you will still have trouble losing weight and may even gain weight.
A sample menu for myself, as a comparison, when I was strict and losing 2-3 lbs a week:
Breakfast: Either 3 hardboiled eggs, or one tin of sardines
Lunch: A salad, with chicken strips and homemade balsamic vinegar/olive oil dressing
Dinner: A steak and green vegetable
Drinks: Herbal tea, coffee, water
I don't snack. Typically when I eat primally/paleo style I don't have the low blood sugar crashes in between meals and therefore have no need to snack.
You might check out the forum over at Mark's Daily Apple. There's tons of threads by people following the Primal Blueprint diet (which isn't low carb, per se, but compared to the standard American diet it is and many people there tweak it to be low carb). Many of the threads go over exactly what you're talking about here- they went low carb and still can't lose weight.
One other suggestion: have you considered adding in resistance training? I lose much faster if my exercise program includes at least 3 resistance training sessions per week. It really stokes the metabolic fire.
