Default Cocoa Powder ok in induction phase?

I've thought of a really yummy idea for a mock chocolate mousse! But I wanted to make sure 1 teaspoon of cocoa powder would be ok, assuming I have the carbs left. Which I do.... Anyone know?

If it isn't on the acceptable foods list for Induction....its off limits.
Cocoa powder would be acceptable during the nuts/seeds rung of the OWL carb ladder.
Also keep in mind cocoa powder contains caffeine which can cause insulin spikes.
IMHO, it is best to do a clean Induction.
