You might try making your own dog food and dog biscuits. There are lots of recipes in the internet.

Ours are total gluttons - and will dump the trash can over to eat whatever they can, so we have a baby gate blocking them from the kitchen.
I've made dog biscuits before and the dogs loved them! They also seem a lot healthier - and cheaper! - than some of the "treats" stores have. It's only 4 ingredients:
2 cups whole wheat flour
1 cup rolled oats (not instant)
1/3 c creamy peanut butter
1 1/4 c hot water
Preheat oven to 350 degrees F. Mix the flour and oats, set aside. Mix the peanut butter and hot water, then stir into the flour mixture until a semi-stiff dough is formed. Roll out onto a lightly floured surface and cut using a cookie cutter (or biscuit cutter). Place on a non-greased cookie shoot and cook for about 40 minutes, depending on your oven. Make sure they are completely cool before feeding to your dogs.
They're crumbly, but that doesn't matter - our dogs usually clean up after themselves
